AFG was awarded an IDIQ contract to provide Project and Construction Management services on the Steam & Condensate Line Replacement Project for the General Services Administration, Heat Operations & Transmission Division (HOTD).

The scope of this project included the replacement of 11,000 LF of 40-60 year old existing underground steam and condensate lines that serviced 21 government building sites throughout Washington DC.  Many of the lines being replaced were located within existing underground steam tunnels adjacent to the client buildings. Also, some of the steam and condensate lines were buried and required constructing new tunnels and de-watering. There was an extensive amount of unforeseen and underground obstacles such as existing utility water lines, power lines, abandoned utility lines, abandoned building foundations, and even abandoned trolley car tracks.

As Owner’s Representative, AFG served GSA for the entire project period; from planning and design through construction and project closeout; which involved extensive amount project coordination. AFG coordinated inspectors, designers, contractors, internal clients and external authorities; as well as the 21 building tenants.

AFG’s successful management led to the Construction contract being awarded at 4.36% below the final design budget. The project obtained substantial completion in June 2013, 93 days ahead of schedule. Over the 5-year period, the project did not have any lost-time accidents.
