PROJECT
REVIEW
AFG Group, Inc. (AFG) conducts project reviews
to determine the causes of time or cost overruns, excessive change orders,
excessive contractor claims, or other issues, which has led to results in
the construction project that are less than satisfactory. Listed below are
the five areas, which AFG typically reviews:
- Budget / Estimating – project budgets
should be complete, with appropriate contingencies, depending on the
various stages of design. If there is more than one independent
estimate (i.e. A/E, CM), they should be reconciled with each other.
- Project Schedules – schedules should
be reviewed at every level of design and construction, as well as
updated on a timely basis (preferably monthly). Changes should be
analyzed with regards to impact on cost, as well as time, with
extensions granted when it is determined that no other options are
feasible.
- Contract Administration – This is the
vehicle which informs all project participants with regards to
performance. All project correspondence should be logged, filed,
distributed and action to be taken defined and followed up if
necessary. The submission process needs to be clearly defined and
responsibilities assigned. RFI’s should be generated, reviewed,
and implemented on a timely basis. Timely progress reports should be
produced and distributed regularly.
- Change Orders – a clearly defined
procedure with time constraints needs to be established to control
change orders from identification to implementation. All parties need
to be involved in the change order identification, cost estimating,
negotiation and implementation. The administration of time and
material change orders is paramount in controlling costs and should be
fully tracked and documented.
- Dispute / Claims – all
disputes/claims need to be resolved during construction, while the
issues are current and recognized. Disputes that could lead to
potential claims need to be fully documented and everyone needs to be
alerted as to the issues and values assigned.
